The goal of the project is to improve the capacity of civil society to work with local governments in Sulawesi to plan, budget, and implement programs in a way that integrates the needs of women and the poor, thereby enhancing sustainable economic growth. The project aims to: 1) Strengthen the ability of organizations that represent women and the poor to effectively engage in budget formulation and to monitor budget expenditures; 2) Facilitate the meaningful participation of women and the poor in village planning meetings and in tracking budget expenditures; 3) Enhance the ability of local government administrations and legislatures to respond to community needs, including those of women and the poor; and 4) Institutionalise successful local government practices by encouraging their incorporation into national-level policies and strengthening the ability of provincial governments to provide assistance to district-level governments.
