Summary: 

A Civil Society Coalition that consists of various organisations including INFID, Perkumpulan Prakarsa, Lakpesdam NU, P3M, IDFOS, Rumpun Malang, and IRE expects the government to play a more assertive role. A survey conducted by Perkumpulan Prakarsa in lrive regions (Yogyakarta City, Kulonprogo, Wonosobo, Bojonegoro and Malang) revealed that a mere 14 percent of workers have ever undergone training. This Figure is higher than the national average of workers that have ever attended training. Sakernas (National Labour Force Survey) data from 2008 to 2015 showed that only 6 percent of workers on average have ever had training.
This policy paper is an attempt to help improve the quality of Indonesia’s human capital, and can hopefully contribute to national development in a meaningful way.
