To contribute to the improvement of the overall quality and performance of teachers through enhancing teachers' knowledge of subject matter and pedagogical skills in the classroom. There are 4 components to the Project: 1) Reforming University-based Teacher Education, which will build capacity of the national accreditation board, provide incentives for teacher training universities to upgrade their curricula and provide incentives to a range of universities (including the Open University) to develop new and better distance education materials for pre- and in-service education of teachers; 2) Strengthening Structures for Teacher Improvement at the Local Level, which will provide upgrading opportunities for teachers leading to certification. It will support the development and implementation of policies and procedures for the recognition of prior learning and, through a grants program, support capacity building of principals, supervisors and the operation of teacher working groups; 3) Reforming Teacher Accountability and Incentives Systems for Performance Appraisal and Career Advancement, which will support the review and reform of policies and procedures governing the progression and promotion of teachers and establish policies and strategies for the continuing professional development of teachers post-certification; and 4) Improving Program Coordination, Monitoring and Evaluation, which will support the monitoring of Project components 1 through 3, development of an improved teacher database and a range of research and evaluation studies to document the effects of the project on teaching behavior and student achievement.
