The purpose of the Project is to establish a mechanism of primary health care improvement in which community and government work together in line with the local governance system in the 3 target Kabupaten. To achieve this purpose, the Project focuses on the capacity development of community, Health Center (Puskesmas), Kabupaten Government and Provincial Government. 
The Project aims to contribute to the improvement of primary health care quality and the strengthening of regional development mechanism in which community and government work together (Overall Goal).
