Research Opportunity on MNH Financing at Facility and Local Government Levels

Health Policy Plus project (HP+), in partnership with Pusat Pembiayaan dan Jaminan Kesehatan (PPJK) in Indonesia, is conducting a research study on maternal and neonatal health financing in the country and seeks to identify and contract a local data collection firm (hereinafter referred to as “Contractor”). The Contractor will be expected to collect quantitative and qualitative data from primary and secondary healthcare facilities that offer neonatal and obstetric services and local government officials across eight provinces (Papua, Maluku, North Maluku, East Nusa Tenggara, Central Java, DKI Jakarta, Bali, West Sumatra). The Contractor must be located in Indonesia, be familiar with the Indonesian health care system, and have experience conducting facility-based surveys and collecting reliable, high-quality data across a range of geographic contexts in Indonesia.

The main objective for the study will be to understand how MNH service delivery at primary and secondary care facilities, in both public and private sector, is motivated by purchasing arrangements of JKN and local governments. To do so, we will explore the following:

At the facility-level:

Decision process regarding staff and facility management;
Decisions around training for medical staff, nurses, managers, etc.;
Purchasing of equipment, supplies, and medicines;
Decisions around treatment protocols and practices for maternal and neonatal services;
Referral protocols and practices for MNH services.

At the local government-level:

Available financing streams for specific health areas (including MNH and HIV);
Prioritization process for MNH financing;
Decision process regarding funding allocation for MNH-related services.
