We are recruiting Country MEL Officer and Country Safeguarding & Accountability Manager position under Oxfam one programme approach with a real commitment to gender equality and  International aid and development background. This post will be based in Jakarta for fixed term contract with possible extension.

Country Safeguarding & Accountability Manager (CSAM 0719)
KEY RESPONSIBILITIES AND ACCOUNTABILITY: 

Prepare legal documents for partners and providing technical assistance for legal-documents consultation for other Oxfam departments, as needed. The roles of the job holders regarding to this responsibility are: 
Drafting and analysing the Letter of Agreement with partners to ensure that all accountability standard and mechanism has been integrated. 
Provide technical assistance for our staff and partners in regards of safeguard and accountability policies and practices. 
Lead the mediation and provide technical assistance to Oxfam and partners should any conflict arise in our contractual agreement with partners or any other counterparts. 
Develop policies in safeguard and accountability in Oxfam in Indonesia with a thorough process. The roles of the job holders regarding to this responsibility are: 
Lead the development of policies, tools and promote the practices that comply with our standards in safeguard and accountability. 
Lead public/staff consultation in the process of policy development. 
Promote, review, and monitor the implementation of such policies to improve the project delivery quality, and to ensure that Oxfam is adhering the values of partner based approach in our work. 

Maintaining a thoughtful and deliberate relationship with local CSOs, WROs and private sector partners, ensuring compliance with Oxfam International's safeguarding standards and accountability mechanisms. The roles of the job holders regarding to this responsibility are: 
Develop the capacity of partners on Oxfam’s policy that comply to the Oxfam International’s standards, partner affiliates, back donor and government of Indonesia. 
Promoting OI safeguarding and accountability mechanisms to local CSOs, WROs, and private sector partners. 
Implementing safeguarding and accountability mechanisms in Oxfam in Indonesia. 
Monitoring the implementation of safeguarding and accountability mechanisms. 
Conducting due diligence for local CSO, WRO and private sectors partners. 

Engaging in prevention, detection and investigation of both safeguarding. The roles of the job holders regarding to this responsibility are: 
Be the focal point for country office’s safeguard and accountability policies and mechanisms. 
Introducing Oxfam safeguarding and accountability mechanisms to country team through coaching, meeting, and/or induction. 
Promoting Safeguarding Children Policy in project and partners. 
Conducting investigation processes regarding to safeguarding issues in coordination with HR Department. 
Strengthening country team and partner’s capacity to implement Oxfam’s Incident Report. 
Delivering training or capacity building to partners on fraud and corruption policy prevention. 
Promoting Oxfam Complain Mechanism in every project in coordination with MEL Coordinator. 
Promoting and Implementing the Terrorism Financing and Financial Crime Policy through the existing contract with partners.

Any other duties as required 

Technical Skills, Experience & Knowledge
Bachelor degree in relevant subject and minimum 5 years’ experience in the same role, preferably in Non Profit Sector and Graduated in Law degree 
Understanding of Oxfam policies and procedures, especially those related to the work as Safeguarding and accountability 
Proven experience in providing effective safeguarding support and guidance 
Produces high-level communications on technical/specialist issues and is able to manage sensitive matters. 
Maximises the productivity of resources managed and within remit looks for ways in which processes and quality may be improved 
Is seen as a role model within the area/department and as someone who maximises their own contribution and the contribution of other team members. 
Anticipates issues and proactively problem-solves. 
Strong conceptual thinking skills 
Relevant senior programme management experience, knowledge 
Knowledge, understanding and experience of cross cutting issues and strong commitment to Gender equality. 
Extensive impact of programme effectiveness, quality and accountability across the nation. 
Advanced knowledge of English and working with excel and automated Management Information Systems 
Able to regularly review own and organisational priorities, setting clear objectives to achieve short and long-term aims.

Country MEL Officer (Code: CMO 0619)
MEL TEAM PURPOSE:
To lead the country programme to increase Oxfam’s impact and strengthen programme quality by working closely with partner organizations, Oxfam management and staff.
To strengthen the country programme’s effectiveness by adding value to its partnerships through the provision of expertise and partner capacity development in the areas of influencing, policy development, campaigning and project implementation in all three key thematic areas.
To lead the country programme to achieve programme standards and to embed learning and feedback in order to influence programme design and strategic decision-making.
JOB PURPOSE:
Provide high quality monitoring and evaluation (M&E) support to the country programme and to our partners.

KEY RESPONSIBILITIES AND ACCOUNTABILITY:
To develop and implement the MEAL framework by:
Supporting the development of high quality proposals, concept notes, and donor narrative reports
Organising and/or implementing activities to promote learning among partner organizations including promoting learning events and sharing information and resources
Developing and strengthening relationships with key staff in partner organizations
 Actively engaging with, and providing support to, research design and activities
To undertake periodic monitoring by:
Collaborating with the programme team to schedule field visits to project sites to monitor progress

To maintain and regularly update OPAL by:
Coordinating with partner organizations and project managers to ensure timely data collection against agreed indicators and ensuring all information is uploaded to OPAL

To provide technical support to the Programme Team by:
Developing and updating guidelines and other resources that can assist staff and Partners in carrying out their MEL responsibilities;
Developing and conducting regular trainings and providing mentoring and technical advice to improve capacity and motivate partners and Oxfam staff;
Assisting Programme Coordinators and Project Managers to identify areas of progress and to prepare quality reports;
Assisting PCs and PMs to identify, document and disseminate achievements, lessons learned and good practice at provincial level so that they have an influencing impact;
Assisting in the identification of partner capacity needs in relation to MEL and providing on the job mentoring and coaching;
Providing quality assurance for all data collected by partner organizations and technical leads
Contributing to wider Oxfam work at country, regional and global levels.
To lead project baseline studies through monitoring, evaluation and analysis to measure project progress against agreed MEAL frameworks by:
Supporting the MEAL Coordinator in planning and conducting internal evaluations
Under the guidance of the MEAL Coordinator, working collaboratively with partner organizations to design, plan, and implement baseline, midline, end-line and other surveys
Coordinating with Programme teams to monitor progress against indicators for all projects in line with agreed log-frames.
To deliver recommendations on impact measurement, risk analysis and corrective actions by:Providing regular feedback to partner organizations and project teams on project performance based on monitoring against indicators
Collaborating with the finance team to monitor and provide feedback on budget spending plans and budget vs actuals
Providing capacity development activities for partner organizations in relation to  monitoring, data collection and reporting

Technical Skills, Experience & Knowledge:
Minimum of 3 years’ experience in project monitoring within a humanitarian, development or advocacy organization
Excellent computer skills, including the ability to manage large amounts of information and data using programmes such as MS Word, Excel/Access
Understanding of digital data collection platforms and/or statistical analysis software (eg SPSS)
Strong attention to detail
Strong interpersonal skills and ability to establish and maintain effective working relations with people with different priorities
Demonstrated capacity to apply a service oriented approach to working in partnership and cross-functionally
Mature understanding of transformation derived from direct experience in a development and/or humanitarian context
Excellent communication skills with fluency in written and spoken English and Bahasa Indonesia 
Previous experience working with partner organizations in an M&E role
