Provincial Coordinator Riau & Maluku

The Low Carbon Development Initiative (LCDI) team at Oxford Policy Management is currently seeking three Provincial Coordinators on a six-month fixed-term basis, with the opportunity to extend subject to satisfactory performance. The roles will be located in North Sumatra, Maluku and Riau, Indonesia.

The LCDI is an exciting and high-profile programme overseen by the Ministry of National Development and Planning (Bappenas) to ensure the integration of the climate agenda into Indonesia’s national development. The focus of the LCDI programme is to reduce greenhouse gas (GHG) emissions and maintain economic growth by reducing poverty, and meeting development targets.

The LCDI is supported by the UK government, through the British Embassy Jakarta (BEJ). The BEJ, in collaboration with the Government of Indonesia (GoI), have developed a programme of assistance designed to support implementation of the LCDI at both the national and subnational level.

 

The programme will work with Bappenas, relevant national ministries and provincial governments to achieve the following goals:

  • Building political support for low-carbon development within and outside of government.
  • Building knowledge and understanding of the LCDI approach among those responsible for implementing it within GoI;
  • Supporting implementation of the LCDI approach, especially through provincial and national development plans; and
  • Raising ambition to the highest levels set out in the LCDI report.
     

The BEJ has contracted Oxford Policy Management Limited (OPML) to deliver the current programme of assistance over four years (2023-2027). Following a six- month inception phase to design the programme, OPML is now looking to expand its team to deliver this exciting and influential programme.

The Provincial Coordinators will be responsible to ensure the effective integration and mainstreaming of Low Carbon Development (LCD) into provincial development plans and interventions, enhancing sustainable development and environmental resilience at the subnational level. This role will report directly to the Provincial Workstream Lead of the LCDI Programme.

We are looking for successful candidates who will already have experience of environmental, forest, and low carbon development work; and support development planning process in Riau or Maluku or North Sumatera.

As a Provincial Coordinator for the LCDI Programme you will:

  • Lead the integration of LCD strategies into provincial development plans (RPJMD) and low carbon development plans (RPRKD).
  • Collaborate with provincial authorities to align LCD objectives with regional priorities and development goals.
  • Conduct training and capacity-building activities for provincial government officials and stakeholders on LCD concepts, planning, and implementation.
  • Facilitate multi-stakeholder dialogues and workshops to gather inputs collaboration among provincial government, private sector, and civil society.
  • Provide technical assistance in drafting, reviewing, and implementing LCD policies, programs, and projects.
  • Develop and implement monitoring and evaluation frameworks to assess the impact of LCD interventions at the provincial level.
  • Prepare regular progress reports
  • Support collaboration with other consultants/experts in the LCDI Secretariat for analytical and advisory purposes on LCD policies; and modelling-related capacity building materials.
  • Support other systems dynamics modelling-related activities under the direction of the Lead Systems Dynamics Modeler and the LCDI Team Leader and coordinate relevant activities with other consultants/experts.
     

Output

  • Integrated LCD strategies within provincial development plans (RPJMD) and specific low carbon development plans (RPRKD).
  • Enhanced capacity of provincial governments to develop, implement, and monitor low carbon policies and interventions.
  • Established frameworks for sustainable and low carbon development at the subnational level.
     

Key qualifications/experience/skills/behaviours: 

  • Degree in Environmental Science, Sustainable Development, Public Policy, or a related field.
  • Minimum of 5 years of relevant experience in low carbon development, climate change mitigation, or sustainable development, with a focus on subnational or regional planning.
  • Experience in supporting the development plans (RPJMD / RPRKD).
  • Understanding of low carbon development frameworks, policies, and practices.
  • Proficiency in data analysis, policy analysis, and project management.
  • Good in communication, negotiation, and stakeholder engagement skills.
  • Ability to work collaboratively with diverse groups, including government officials, community leaders, and international partners.
  • Flexible working arrangements are available, but the ability to attend the office on a regular basis is important to the role’s success.
