Vacancies: Finance Officer and Research Assistant (Jayapura Based)

JOB SUMMARY

The Finance & Operations Officer will serve as the point person to provide financial, administrative and operational support to their assigned program portfolio. He/She will be based in the Jayapura office, but will also provide support to the Wamena office as needed. S/he will also coordinate with the FHI 360 Jakarta Office to provide support.

DUTIES AND RESPONSIBILITIES

  • Prepare payment vouchers to process all vendor invoices, travel expense reports and other program-activity payments for assigned program portfolio. Ensure completeness of supporting documentation and accuracy of entries for financial reporting.
  • Prepare all advance requests (workshop, travel, subawards if applicable) ensuring availability of funds and monitoring all advances of assigned program portfolio to perform timely reconciliation of advances per the Country Office policies.
  • Ensure completeness of supporting documentation and accuracy of entries for financial reporting.
  • In collaboration with other Jayapura based Finance & Operations Officer prepare monthly financial close reports, including bank reconciliations, to submit to Corporate Accounting each month.
  • Oversee petty cash management and records.
  • Assist with the planning, logistics and management of meetings, workshops and trainings.
  • Responsible for coordinating travel authorization, logistics and preparation of travel expense reports of staff, coordinating closely with staff in Jakarta office.
  • Oversee the Papua office general maintenance and ensure the office space premises are clean and safe.
  • Develop, maintain and update an accurate inventory of all inventory for assigned program portfolio, working in collaboration with Jakarta office to prepare annual inventory report.
  • Manage local procurement in accordance with FHl 360 and USAID regulations and procurement plans, including oversight of all bids and billing as appropriate.
  • Perform other duties as assigned.

 

QUALIFICATIONS

Education/Experience:
· Bachelor’s degree in business studies or public health or related field.
· At least 5 years’ relevant experience in office management and administration in Papua.
· Must have prior work experience on USAID programs with USAID/PEPFAR funded programs.
· Working knowledge of office software, including Word, Excel and PowerPoint.
· Must be well organized, self-starter with attention to detail.
· Must have excellent communication skills and good command in both written and spoken Bahasa Indonesian. Good English skills desired.

Must have experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment.

  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Indonesia.
  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
  • Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and country office as needed.
  • Able to work independently and on a team.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Ability to travel within country if needed.

Position Title: Research Assistant
Job Summary:
The Research Assistant undertakes research development with senior research staff and study coordinator to develop, implement, manage, and conduct research studies. S/he helps prepare detailed evaluations, observations, analyzes data and supports the interpretation of results using qualitative/quantitative methods and statistics. Investigates, creates and develops new methods and technologies for project advancement.

The LINKAGES Indonesia Research assistant will help to oversee research projects and studies under the LINKAGES Indonesia program. Through guidance provided by the Indonesia Ministry of Health and supported by PEPFAR/Indonesia, LINKAGES Indonesia will implement a number of research activities including, but not limited to, looking at (1) access to pre-exposure prophylaxis (PrEP) for men who have sex with men in Jakarta; (2) HIV self-testing (HIV ST) modalities for key populations; (3) programmatic and costing comparisons of different outreach models; and (4) mobility of tribal groups and HIV testing and treatment beliefs and practices among highlands Papuan communities.

Accountabilities:

  1. Manages the day-to-day operations of LINKAGES study sites and/or sub-contractors, including start-up, conduct, and close-out activities.
  2. Works closely with assigned team members to ensure activities are implemented per standard operating procedures (SOPs).
  3. Leads problem solving and resolution efforts to include management of risk, contingencies and issue resolution.
  4. Works with principal investigators and other relevant staff to develop data flow charts to guide data collection, storage, transportation, cleaning and analysis.
  5. Possesses knowledge of and remains compliant with local, international and USG requirements and other related regulations regarding confidentiality and ethical issues of research subject data.
  6. Conducts site visits, when necessary. This includes convening meetings with study team, preparing and/or editing meeting minutes and process briefings to ensure study continuous quality improvement.
  7. Creates and manages overall operation of the entire study including project planning, budget, resource management, and/or subcontractor work.
  8. Ensures strong client relationship management through clear communications, decisive escalation of issues and coordination with research stakeholders.
  9. Ensures that study timelines, costs, and quality metrics are established and met.
  10. Prepares research concepts and proposals following established policies and procedures.
  11. Conducts – when applicable -- data analysis, data reviews, and reporting of research data for evaluation and quality.
  12. Assists with the design and implementation of research studies, including the sampling, recruitment, and statistical analysis..
  13. Ensures compliance with government regulations when writing and reviewing protocols, analysis plans, reports, and manuscripts.
  14. Develops training materials and conducts training for study implementation based on company policies and standard operating procedures (SOPs).
  15. Provides input with questionnaire development, analysis, study design, and material management, as necessary.
  16. Plans, organizes, and manages resources/processes for successful completion of study goals.
  17. Develops and implements protocols and informed consents for research studies, including the procurement of drugs. Provides guidance on protocol related issues.
  18. Manages and oversees budget for one or more research projects.
  19. Develops, reviews, and maintains key study documents to ensure adequate resource and reference documentation.
  20. Acts as research team lead – when applicable – and mentors staff on training, systems, policies, and regulations.
  21. Serves as the liaison with internal and external partners to ensure effective collaboration efforts.
  22. Oversees planning of meetings, site visits, and drafting necessary documents.

Education:

Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field..

Experience:

  • Typically requires 3-5 years of research or evaluation experience with manuscripts, and study implementation.
  • Proficiency in Microsoft Office. spreadsheets, analytical software and other technology required.
  • Articulate, professional and able to communicate in a clear, positive fashion with clients and staff.
  • Must be able to read, write and speak fluent English.
  • Related prior work experience preferred.
