IOM Indonesia Inviting Local Organization to Manage the Implementation of Psychosocial Support Activity for Irregular Migrants in Denpasar IDC, Bali and Jayapura IDC, Papua
A. Background
IOM is a leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is committed to the principle that humane and orderly migration benefits migrant and society. IOM presence in Indonesia is based on the request of Government of Republic of Indonesia to assist Directorate General of Immigration implementing migrant care management. At Jayapura and Denpasar, IOM Indonesia provides the assistance at the local Immigration Detention Centre (IDC). IOM Indonesia has been implementing “Social and Educational Support for Displaced Person in Indonesia”, under RCA Project. The program aimed to help relieve stress, and monotony among displaced persons in IDC by providing set of psychosocial support activities.

Currently, IOM is looking for local organization based in Jayapura, Papua, to provide care to around 23 irregular migrants (IMs) who are now detained in IDC Jayapura. and local organization based in Denpasar, Bali, to provide care to around 100 more irregular migrants (IMs) who are now detained in Denpasar IDC.
B. General Functions:
Under overall oversight of RCA Coordinator and direct technical supervision of Migrant Care & Support (MCS) team, it is expected that the selected local NGOs takes the responsibilities of:
- Cooperate with the Immigration Office and IDC Officer in the development and implementation of psychosocial support activities.
- Implement psychosocial program activities for the irregular migrants (IMs) and ensure that the implementation of social, educational/vocational activities are culturally appropriate and fully respects the confidentiality of the information on migrants.
- Work closely with the IOM and Detention/Immigration Authority to inform for remedies and solutions to psychosocial and protection issues faced by irregular migrants.
- Assess psychosocial and protection needs and identify problems/gaps, risk and vulnerabilities, including those related to gender and age.
- Conduct regular visits to detention centres to collect information on the conditions faced by IMs including the availability of basic necessities (shelter, food, water/sanitation, health and education) and access to services by different segments of IMs populations.
- Actively engage the IMs in the development of psychosocial activities and use available resources within the target population. Encourage migrants to provide assistance to their own community members by sharing their own knowledge and skills to influence the decision making process affecting their daily living situations.
- Ensure referral mechanisms are established for referring migrants with potential mental/psychosocial health problems or any other general health issues to the appropriate health care service providers in the area.
C. Qualification
1. Organizational capacity: organization legal status/mandate; organizational structure and capacity related delivery and support of results.
2. Experience and expertise, relevant to proposed support services: experience in similar and relevant field, skill or expertise; experience in similar and relevant operations and/or environment; relevant projects for IOM or international organizations
3. The Local Organization shall have a minimum 3 (three) years of professional experience with humanitarian assistance
4. Prior experience with the psychosocial support program or child focused program is required.
5. Prior experience with referral system of psychosocial case handling is required.
6. Having staff(s) who hold professional entitlement as psychologist is preferred.
7. Based in local area, Jayapura, Papua or Denpasar, Bali, is a must.
Provided by the outline, interested institution/organization should develop the following proposals:
1. Service proposal: the institution/organization presents itself and describes propose activities within a timeline and monitoring and evaluation schedule.
2. Financial proposal: the institution/organization describes detailed cost of proposed activities. All costs related to execution of the activities is described in detail, while costs related to the institution/organization’s capacity is covered in the management fee.
