SMART Officer Sulawesi

The Wildlife Conservation Society (WCS) has a distinguished history of scientists exploring and saving wildlife in some of the most remote and wild places remaining on Earth. WCS has long recognized that successful conservation requires a long-term commitment to individuals and places. Such a commitment has defined the culture and style of the Global Conservation Program, including the Indonesia Program. 

The Wildlife Conservation Society – Indonesia Program (WCS-IP) has significantly grown over the last decades, and contributed substantially to the conservation of biodiversity in Indonesia. We currently work in several landscapes in Sumatera and Sulawesi where we aim at protecting threatened species and their habitat. 

A partnership of prominent conservation NGOs, led by WCS, has developed the Spatial Monitoring And Reporting Tool (SMART), to provides a platform to standardize the collection, management, evaluation, and communication of patrol-based monitoring data, such as from protected areas. It is aimed at improving ranger and eco-guard based crime prevention patrolling–and thus the quality and accountability of on-the-ground law enforcement efforts, facilitating adaptive management by government authorities. SMART is currently being rolled out across 31 sites across Asia, Africa, and Latin America.

In Indonesia, WCS’s strategic approach is to use SMART as a tool to encourage Indonesian national parks to improve management practices and systems, with the aim of curbing forest and wildlife crimes in key landscapes. This is currently being rolled out in Gunung Leuser and Bukit Barisan Selatan National Parks in Sumatra and at the national-level with PHKA (Ministry of Forestry).

WCS is now preparing to scale up its implementation of SMART in Sulawesi. In Sulawesi WCS will implement SMART focused around the Bogani Nani National Park. In order to increase the effectiveness of our conservations and strengthen the role of WCS-IP in implementing SMART, WCSIP is currently seeking for qualified candidates to fill the following vacancy:

Position SMART ( Spatial Monitoring and Reporting Tool ) Officer
Based in  : Manado office, North Sulawesi
Contract period :1 year with possibility of an extension

Overview :


The SMART Officer will be required to support the implementation of SMART in key landscapes in Indonesia, with a principal focus on WCS projects in Sulawesi, under the supervision of respective landscape programme managers and the SMART Coordinator. This will involve supporting Bogani Nani National Park and private sector partners in the adoption of SMART, delivering training, accompanying patrols, establishing a SMART database and by advising on the planning, management and monitoring of implementation.

 

Rules and Responsibilities :

 

  1. Establish a fully functional SMART system in Bogani Nani National Park, managed by the park but with involvement from all relevant stakeholders. This will include integrating SMART into PHKA’s resort-based management approach in Bogani.
  2. Conduct training activities related to SMART, including training government officers and partners, within Bogani, but also in other landscapes in Indonesia where required.
  3. Develop a SMART database for Bogani, and advise on the development of a SMART database for private sector partners in Sulawesi.
  4. Assist the SMART Coordinator to compile and analyse data, and ensure that data is collected in a way which meets the standard required for the database.
  5. In partnership with Bogani authorities, establish a system for SMART patrols, and accompany patrols where necessary.
  6. Prepare activity reports and assist in preparing financial reports as required by donors and/or stakeholders, in Indonesian or English, written or verbal, as well as submitting regular technical reports to the Sulawesi Program Manager.
  7. Provide technical and facilitating support to meetings, seminars, workshops and public outreach activities as required and formally represent WCS as necessary in such meetings, workshops and conferences.
  8. Undertake any other duties as assigned by the Sulawesi Program Manager WCS-IP, the Deputy Director and Country Director of WCS-IP.

 

Qualifications:

1.  The post holder must have a minimum of a bachelor’s degree qualification in biology, ecological science, social science, and other related discipline.
2.  A minimum of 3 years post qualification work experience in related area.
3.  Excellent IT skills, with skills in database management a preference. Any experience of SMART is a distinct advantage.

 

Competencies:
1.  Experience of protected area management and conservation in Indonesia, with experience in Sulawesi a preference.
2.  Operational knowledge of national park management systems, including a practical understanding of resort based management system.
3.  Excellent written/verbal communication skills in both English and Bahasa Indonesia.
4.  Strong presentation skills and considerable experience and confidence in training and mentoring staff.
5.  Good analytical and planning skills; ability to set forecast and refine/review them in the light of experience and further analysis.
6.  Basic GIS skills and the willingness to develop these in the future.
7.  Ability to work with minimal supervision but to also work well within a team.
8.  Strong networks in Sulawesi, and particularly in North Sulawesi would be an advantage.
