Introduction and Background
The Australia Indonesia Partnership for Decentralisation (AIPD) is a five-year program providing technical assistance and capacity building support to local governments and civil society to better manage public resources, leading to improved service delivery and reduced poverty.
AIPD works with GOI and civil society partners to improve local governments’ capacity to manage their own resources – to prioritise, plan, budget for and implement their responsibilities in health, education and infrastructure.
AIPD supports both “supply” (national, provincial and local government) and “demand” (civil society) side stakeholders, by providing Technical Assistance and capacity building based on demand from local partners, and utilising local expertise and institutions. On the supply side, the program works to help build capacity for improved budget planning and execution in provincial and district governments. On the demand side, the AIPD facilitates improved transparency and accountability and strengthened civil society engagement in budget planning and monitoring.
The TSF is a team of specialists that functions as a one-stop shop for technical support in sub-national governance. It is a way for all DFAT staff and programs to access AIPD’s technical expertise. The TSF helps ensure that AIPD functions as a governance platform for sub-national sector programs and provides a governance perspective in tackling sector bottlenecks. The TSF also assists DFAT to engage meaningfully in the broader policy debate and dialogue on decentralisation and basic service provision in Indonesia.
Purpose
The purpose of this position is to provide high level technical leadership and management to AIPD’s Technical Support Facility in order to increase the team’s impact, working in close consultation with the Program Director and Deputies and the Senior Operations Manager.
Responsible for
- Providing leadership of the TSF, ensuring that the work of the team contributes strategically to the achievement of AIPD’s objectives and more broadly to DFAT’s objectives, serving the needs of AIPD’s team in central and provincial governments and related DFAT progams through on-demand technical advice and support;
- Identifying opportunities for AIPD in general and for the TSF in particular to provide timely analysis and policy advice to government, and supporting the TSF by interpreting technical inputs in a clear, well presented and concise way.
- Connecting the work of TSF to other initiatives in government and donor funded programs in order to increase impact, sustainability and replication of AIPD innovations at central and provincial levels;
- Quality Assurance of TSF products and presentations;
- Supporting the Program Director in terms of TSF performance management and organisational development and learning;
- Other duties consistent with the above.
Liaison and Reporting
You will report directly to the Program Director and liaise with the Senior Operations Manager and the Cardno Contractor Representative. You will also liaise with the RKF team.
Selection Criteria to be addressed in Application
- At least 5 years of experience in leading technical teams in development programs in Indonesia;
- Ability to build consensus across multiple technical inputs from teams and stakeholders;
- Demonstrated success working closely with Government counterparts on reform programs;
- Experience in and commitment to institutional learning, organisational development and individual performance management;
- Demonstrated high level commitment to integrity, justice and fairness;
- Demonstrated high level of written and verbal communication, facilitation, consultation and organisational skills ;
- Excellent communication (both Bahasa Indonesia and English) and interpersonal skills;
- Computer literate;
- Demonstrated ability to deliver high quality outputs on time and with high levels of shared ownership by the team.
Timing/Duration:
1 July 2014 to 30 June 2015, with potential for extension contingent on funding.
Location:
Jakarta with travel to other AIPD Program locations as required.
