The Project Supporting Islamic Leadership in Indonesia [(SILE/Local Leadership for Development (LLD)], is co-funded by the Canadian Department of Foreign Affairs, Trade and Development (DFATD) and the Indonesian Ministry of Religious Affairs (MORA). The Canadian component is implemented by the Canadian Consulting firm, Cowater International. Its purpose is to build the capacity of selected State Islamic Universities (UIN) and also of the Ministry of Religious Affairs to effectively integrate democratic governance practices into their strategies, programs and budgets to support university-based community engagement.
The Project is presently looking for a short-term consultant to work as part-time Indonesian Advisor in Asset-based Community Development (ABCD). The contract duration will initially be for 6 months (with possible renewal for an additional 18 months). The Level of Effort is set at 12 days per month.

2. Job Description
Position: Indonesian Technical Consultant – Asset-based Community Development
Location: Makassar (UIN- Alauddin), including communities in South Sulawesi
AND Surabaya (UIN - Sunan Ampel), including communities in East Java
with regular travel to Jakarta Project Office.
Reports to: Canadian Team Leader (CTL)
Overall Responsibilities:
This position, under the direction of the Canadian Team Leader is based in Indonesia. Working closely with the Democratic Governance Advisor (DGA) and Project Officers and the Project Implementation Units (PIUs) at both universities, the Consultant has responsibility for supporting the development, implementation, monitoring and evaluation of all community-based partnership activities.
At each UIN, eight University-Community partnership groups formed in 2012 and 2013 have developed, in consultation with community stakeholders (Community Core Groups), locally-based community action plans. Partnership groups are taking an asset-based community-driven approach to the development of village and neighbourhood-level plans and projects. Although proposed projects address a range of social, cultural, environmental and livelihood-related community assets and requirements, all have a common focus on enhancing democratic governance capacity at the community level and on developing strong, mutually beneficial and sustainable partnerships between universities, civil society organizations (NGOs/LSM and mass organizations) and community members.
The Technical Consultant will also work in close coordination with the Project’s University Community Outreach Advisors and with the Gender Equality Advisors. In addition, since the work and results of the university-community partnership groups and their local action plans are expected to influence national-level policy-making and program support, primarily at MORA, the Technical Consultant may be asked to coordinate various activities with MORA.
Specific responsibilities:
· Provide advice and support to the members of the university-community partnerships
groups and community core groups on various aspects of development,
implementation, monitoring and evaluation of the local level community action plans.
· Coordinate activities and advice with short term consultants and technical experts who
may be involved in some of the action plans, facilitating a team-based and
participatory approach to planning, decision-making and coaching with community
members and the partnership groups.
· Work actively with Project Officers (PO) and the PIUs at UIN-A and UIN-SA and
with the CTL and SILE staff at the Jakarta office on monitoring budgeting, reporting
and other institutional and project requirements related to the community action plans
and projects.
- Work collaboratively with other SILE staff and advisors, with members of the partnership groups (from universities and civil society organizations) and with other personnel at each university on ensuring effective integration of the community action projects into the ongoing work of other project components.
- At the request of the CTL attend meetings with SILE Advisors and Partners to discuss activity planning, lessons learned and coordination initiatives.
. Provide specific input to implementation/mainstreaming of the Gender Equality, Knowledge Management and Environmental Management Strategies for the community action plans through collaboration with and input from the Project’s Knowledge Management, Environmental Management and Gender Equality advisors.
3. Qualifications:
- Master’s degree (or equivalent) in a relevant field or advanced experience at
community level
- Previous experience (more than 10 years) in community development or community
engagement, using asset-based, community-driven approaches to build civil society
capacity for democratic action and governance
- Previous experience with participatory and appreciative approaches to training and
capacity development, education, monitoring and evaluation.
- Preferred: Previous experience in international development project(s), in particular
with local level programming.
- Good understanding of results-based management
- Capacity to speak and to write in English and in Indonesian
