Background
The MAMPU program is an 8 year program (2012-2020) funded by the Department of Foreign Affairs (DFAT) of the Australian Government in partnership with the Government of Indonesia. MAMPU’S goal is to empower women in Indonesia and improve their lives through building on a supportive political environment for addressing gender issues, a decentralized government structure and the existence of a number of large established women and gender-interested organisations. MAMPU’s purpose is tobuild broad-based networks and inclusive coalitions led by strengthened women’s and gender-interested civil society organisations (CSOs) and parliamentarians in order to influence government policies and services. Through working together with the multi-stakeholders, the CSOs or Partners will analyze obstacles, identify and test solutions, work with the media and use evidence to encourage and advocate for change.
The MAMPU program focuses on five themes:
· improving women’s access to government social protection programs;
· increasing women’s access to jobs and removing workplace discrimination;
· improving conditions for women’s overseas labor migration;
· strengthening women’s leadership for better maternal and reproductive health; and
· Strengthening women’s leadership to reduce violence against women.
The program consists of two main components:
· Supporting partners to contribute to the reforms in policy, regulation, and service delivery at national and local levels in five theme areas of MAMPU, and
· Supporting partners to work with the women's caucus in parliament and male MPs to encourage parliament to advocate for changes.
Objective
To improve MAMPU partners (Yayasan BaKTI) ability to effectively manage grants and provide quality oversight of sub-partners.
MAMPU Partners (Yayasan BaKTI) actively manage sub-partner activities and show improved capacity to meet financial compliance requirements and effectively manage risk and fraud
Scope of work
MAMPU will provide grant funds and support Yayasan BaKTI to recruit and manage a Grant Management Consultant on attachment for six to nine months. The embedded Grant Management Consultant will report to the Yayasan BaKTI Operation Managerand be managed within the Partner management structure. The MAMPU finance team will support and coordinate the work undertaken Grant Management Consultants.
Grant Management Consultants will support all aspects of the Grant Cycle Management including the provision of advice on proposal development, contracting and management of Yayasan BaKTIs’ own grants through to the selection and management of sub-partners and their grant management systems. Grant Management consultants will also provide Yayasan BaKTIs with the necessary tools to mitigate risks associated with the oversight of sub-Partners and assist Yayasan BaKTIs strengthen and tailor their grant management systems according to the size, geographical location, organizational culture and amount of funds under management.

Time and Report
Information on the performance of the embedded Grant Management Consultant will be fed through Yayasan BaKTI Quarterly Progress Report.
