Job Summary
The Australia Indonesia Partnership for Decentralisation (AIPD) is funded by Australian Aid for the period 2011–2015. The Program supports the Government of Indonesia (GoI) to improve the performance of provincial and local governments. The Program focuses on resource management, covering both human and financial resources. AIPD creates an enabling environment for provincial and local governments to improve their performance so that sectoral initiatives to improve health, education and infrastructure services have a greater chance of success. At the same time, AIPD pilots new development models that can be replicated in other provinces and districts. AIPD works with the central government as well as five provincial governments: Papua, West Papua (Papua Barat), East Nusa Tenggara (NTT), West Nusa Tenggara (NTB) and East Java, and a total of 20 district governments within those provinces.
AIPD also plays a role in capturing the real challenges that provincial and local governments face and contributes to the development of better policy.
AIPD has vacancy for FinanceOfficer, who will support the facilitation of AIPD by providing financial support to the Program in the province and the district levels under the direction of the Assistant Program Director and the Financial System Manager.
Key Responsibilities
To accomplish this, the Finance Officer will be responsible for the implementation of an effective and efficient financial administration for the program in the province and districts, using the AIPD finance manual as a guide which includes:
- Undertake financial, accounting and control activities in the province in order to ensure the activities can run effectively, efficiently and with appropriate confidentiality;
- Prepare monthly financial reports of both Imprest Account and Operational Account including bank and petty cash book reconciliations;
- Maintain provincial account: petty cash and bank book, prepare monthly budgets, and funds request of both Imprest Account and Operational Accounts;
- Verifying expenses for procurement, including monitoring the outstanding advance for each activity in the province and districts;
- Review contract compliance and adherence to contracts;
- Review financial reports from the Implementing Partners in the province; provide recommendation/advise for improvement;
- Maintain MYOB Code for both Imprest and Operational Accounts;
- Update MYOB Tracking Sheet and present to APD on regular basis or when requested;
- At the end of financial year or whenever requested, provide reports for BAST purpose;
- Keep in a record, monitoring and following the outstanding advance for the provincial office;
- Ensure that all program procurements are in accordance with DFAT and Cardno regulations including fraud minimisation, and that the supporting documents are on file (Purchase Order, Quotations, Procurement Form).
- Check all the financial transactions in the province and districts are in line with program financial code before cut-off date;
- Support and close coordination with Regional Operation Manager for the region and Financial Systems Manager at Jakarta Head Office;
- Develop and maintain good relationships with all partners;
- Other duties consistent with the above.
