The Analytical and Capacity Development Partnership (ACDP)
The Government of Indonesia (GOI), the Government of Australia, and the European Union (EU) agreed to establish the Analytical and Capacity Development Partnership (ACDP) as a facility that is managed by the Asian Development Bank (ADB) to promote policy dialogue and institutional reform of the education sector to underpin policy implementation and help reduce disparities in provincial and district education performance. The ACDP implementation arrangements draw on the lessons learned from other development partners which indicate that technical cooperation for capacity development is more effective when government-led and embedded in government organizational change and learning processes, and when technical cooperation is complemented by other forms of support.
ACDP supports policy development, organizational change and planning for capacity development for the education sector. Support to be provided will include research and studies, workshops and conferences, and study tours and twinning arrangements between GOI institutions and international institutions in the education sector. ACDP will assist in developing training plans and modules designed to meet challenges identified in the research and studies completed under ACDP. ACDP will support planning for capacity development and preparation of strategic options for organizational reforms, while responsibility for financing and implementing capacity development rests with the GOI.
ACDP is an integral part of the Education Sector Support Program (ESSP). EU’s support to the ESSP also includes a sector budget support along with a Minimum Service Standards capacity development program. Australia’s support is through Australia’s Education Partnership with Indonesia. Implementation of activities with support from ACDP is expected to continue to 2015.
