Yayasan Sayangi Tunas Cilik partner of Save the Children in Indonesia is changing for the better. We've begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as a “Prospect Member”. As ‘Prospect Member’ Indonesia has been identified as part of the next way of new member development, which focuses on strengthening and localizing our voice for children in strategic middle income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership. We are currently seeking to fill the following position:
Supply Chain Consultant – Central Sulawesi Project

Scope of Work
Background
On Friday 28th September a 7.4 magnitude earthquake struck (Agency for Meteorology Climatology and Geophysics) shook Palu City and Donggala, Central Sulawesi at 17:02 hrs, causing significant damage and triggering a 6 meter-tsunami. The earthquake epicenter was recorded at 10 km depth, 27 km northeast of Donggala, Central Sulawesi. BMKG activated tsunami early warning with alert status for the beach of West Donggala, and on the north coast of Donggala, Mamuju in the north and Palu City in the west.
Yayasan Sayangi Tunas Cilik (YSTC) categorized this response as a CAT-2 and to enable the country to skill up quickly they need to have staff on the ground. Supply Chain has and will continue to play a significant role in this response. Supported by HR Team’s, Supply Chain Team headcount continue to increase and this means that the need to quickly align all Supply Chain team members towards Supply Chain policies and procedures to expedite streamlining of efficient operations, is imminent.
In addition, the recent OCR conducted in mid-November 2018 has brought forward potential action plans to ramp-up the value proposition for Supply Chain in this response. These feedback and recommendations will be part of the Objectives section below
Objectives:
The overall objective of this consultancy is to provide strategic advisory support as well as tactical (hands-on) direction for Supply Chain team in the different offices. The below write-up on Supply Chain from the OCR should be the main base of the objective structure

Planning from & with Programmes
Qualifications
The consultant should have the following minimum qualifications in order to be able to meet the expected deliverables:
Indonesian national; fluent in Indonesian and English
Minimum 10 years of experience in Supply Chain in an INGO setting, with at least five years in emergency setting and at least three years in a senior/managerial role
Proven track records of managing procurement, asset, fleet and warehousing
Desired: Sound understanding of SCI Supply Chain related policies and procedures
Deliverables
The consultant will have a monthly deliverable and final deliverable:
Monthly: Consolidation of Procurement Plans and Procurement Trackers
Final: Updated Supply Chain SOP for the response and Supply Chain Strategy for the response to cover project implementation period of three years..
Consultancy duration and Reporting line
The consultancy duration will be for four months starting 1 January 2019. The consultant will report to the Senior Support Services Manager in the Hub (Palu).
Travel Costs and Accomodation
Yayasan Sayangi Tunas Cilik will cover relevant flights and accommodations necessary to perform the tasks.
