The Global Green Growth Institute (GGGI) was established as an intergovernmental organization with the objective of promoting sustainable development of developing and emerging countries including the least developed countries. GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as “green growth”. The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion.
The Green Climate Fund (GCF) is a financing mechanism of the United Nations Framework Convention on Climate Change (UNFCCC) and is specifically established to provide (financial) support so that countries like Indonesia can reach its emission reduction targets. It has raised USD 10.3 billion as per January 2018, and by 2020 the GCF plans to raise USD 100 billion per year.
The GCF can provide (financial) support to Indonesia by channeling funds to green projects and programmes.. Such projects can be designed and submitted to the GCF through both domestic and international accredited entities (AE’s) – if such projects are in line with the country strategy and legislation. The main communication channel between the GCF and countries is the nationally appointed National Designated Authority (NDA), which is hosted by the Fiscal Policy Agency of the Ministry of Finance in Indonesia.
An NDA is in charge of the formulation of the country programme which involves multi-stakeholders consultations. A country programme is a living document, requiring periodic updates. Country programmes should take into account the country’s commitments through the Nationally Determined Contributions (NDCs) and the Sustainable Development Goals (SDG’s), as well as National commitments, National Appropriate Mitigation Actions (NAMAs), National Adaptation Programmes of Actions (NAPAs), existing development plans and strategies, as well as regional, national, sub-national and local climate policy frameworks. This is important to ensure that all GCF financing is consistent with the national priorities. The Country programmes should also consider National and International laws and existing policies. Each GCF funding proposals received by the NDA will be assessed against the GCF country programmes by the NDA to ensure such alignment. Furthermore a number of readiness project activities will be guided by the conclusions and recommendations in the country programme.
GGGI Indonesia is supporting NDA to refresh the country programme document. As indicated, the country programme is a living document, requiring periodic updates through a multi-stakeholder process. The NDA has requested such an update of the GCF Country Programme for Indonesia and therefore GGGI is seeking to contract a Consultancy Firm who can provide such service, as elaborated upon in this Request for Proposals.
