1. Purpose
MADANI Civil Society Support Initiative, a five-year USAID-funded Project implemented by FHI360 is inviting eligible Entities to indicate their interest in designing and prototyping the Innovation and Knowledge Hub application.

2. Background
MADANI works to strengthen local government accountability and communal tolerance in Indonesia by improving and sustaining local civil society’s capacity, legitimacy and sustainability in 32 districts in the provinces of Lampung, West Java, Central Java, East Java, West Nusa Tenggara, Central Kalimantan, South Sulawesi and Gorontalo (four districts in each province), to be scaled up to 64 districts by the end of the project.
Using grants and capacity building, MADANI will empower local CSOs to become more professional and effective by improving their operational systems, expanding their membership and stakeholder reach and relevance, and building up sustainable means of mobilizing financial resources to support their mission. MADANI will facilitate improved collaboration between local governments and civil society organizations by promoting the benefits of partnerships and providing clarity and guidance to local governments on regulations and policies that promote civil society collaboration.
Capacity building activities are anticipated to start in October 2019 and continue until 2022 and will include, among other things, training workshops, on-site mentoring and coaching, organizational assessments, and systems and policy development, primarily in the locations of the partners. Each CSO will during Year 1 draft a local implementation workplan, that will be matched with technical assistance identified by the projects.

To assist partners, MADANI will develop an Innovation and Knowledge Hub (iHub) that will consist of:
1) An application and knowledge management system that will enable users to use and download tools in the form of gamified capacity assessments, tip sheets, training modules, simple reading materials and performance data, directory of technical assistance/consultants, interactive Q&A sessions and a chat room.
2) A directory of national, provincial, and local civil society resources (individuals and organizations) that will provide support based on each district’s needs, capacity gaps and focus areas.
This Expression of Interest relates to the first component “Designing and Prototyping the innovation and Knowledge HUB Application”.

3. Expression of Interest
MADANI invites eligible Entities to indicate their interest in designing and prototyping the Innovation and Knowledge Hub (iHub) application.
The process of iHub design will be a co-creation and will involve close collaboration and onsite co-working with MADANI and FHI360.
The iHub should be oriented towards the needs and demands of MADANI’s partners, so that when the project ends, the iHub application would be sustainable. This includes an open-source design that allows the iHub to use data from other existing applications and systems. The iHub should also be designed in a modular way that allows it to be used both for internal purposes by MADANI field-based staff, as well as by partner CSOs in the target districts, and beyond, for sharing best practices and creating a community of practice. The application should be user-friendly and make uptake central through game-based learning/gamification approaches. MADANI will also use USAID’s “Capacity 2.0” approach with capacity development models that aim for improved outcomes rather than only outputs, which should be reflected in the design.

3.1 Expression of Interest submission requirements
• Interested Entities should submit an Expression of Interest, providing specific and sufficient information indicating that they are qualified to perform the services by providing brochures/company profile, description of similar assignments, names and contact information from past clients, and appropriate skills among staff (CVs not necessary at this stage).
• The Expression of Interest should be no longer than 3 pages, with annexes allowed and shall include also date, name of person submitting, title, and organization, contact information (email, address, phone) and location, organizational capacity and past experience.
• This Expression of Interest is addressed to Entities registered by Indonesian law and domiciled in Greater Jakarta, Indonesia. The process of iHub design will be a co-creation and will involve close collaboration and onsite co-working with MADANI and FHI 360.

4. Selection
This invitation does not represent a commitment to a contract, it only represents a request for expression of interest to participate in the process.
The shortlisted Entities will then be requested to submit a full proposal (technical and financial) based on a scope of work with specific requirements and selection criteria developed by MADANI.
Selection process is expected to take place and complete during May-June 2019. Entities will be selected competitively and in accordance with FHI 360 and USAID procurement rules.

5. Submission of Expression of Interest
Expression of Interests should be marked "MADANI iHub Design" and submitted to madani-indonesia@fhi360.org by May 10, 2019 (COB Local time).
Questions and requests for additional information about this Request may be addressed to madani-indonesia@fhi360.org until May 8, 2019 (COB Local time). Inquiries and answers to inquires will be shared with all interested parties.

6. Disclaimers
• The costs associated with the writing and presentation of the Expression of Interest will not be reimbursed. All preparation and submission costs are at the applicant’s expense.
• FHI 360 reserves the right to cancel this expression of interest.
• FHI 360 reserves the right to reject any or all responses received.
• Issuance of expression of interest does not constitute award commitment by FHI 360 nor it has any monetary value.
