ANNOUNCEMENT

U.S. Consulate Surabaya Small Grants Competition 2018

The U.S. Consulate General in Surabaya is pleased to announce that limited funding is available through the U.S. Consulate General in Surabaya Small Grants Competition 2018 to support public activities that promote U.S.-Indonesia bilateral relations.

I. GENERAL INFORMATION

Grant ceiling: $12,000 USD for each project

Grant floor: $3000 USD for each project

Deadline for abstract: March 1, 2018; finalists will be notified by 15 March, and requested to submit a full proposal at that time

Project period: All projects must begin before September 30, 2018. This does not mean that the project must be completed before September 30, 2018, but that preparation must begin before that date.

II. PROJECT REQUIREMENTS

 1. Proposed projects must be able to promote U.S.-Indonesia bilateral relations in the following priority areas:

a. Empowerment of Women, Children, Minority Groups;

b. Education;

c. Environmental & Marine Programs;

d. Entrepreneurship;

e. Disability Rights

2. Applicants are encouraged to propose projects that benefit underrepresented regions, and are high-impact, benefiting the greatest number of people possible. Projects which directly benefit only a limited number of people are discouraged.

3. The start date of the proposed project must be at least 6 weeks after the proposal is submitted.

4. Projects that are not typically funded include:

· Paying to complete activities that began with other funds.

· Activities normally supplied by the Indonesian government, such as providing supplies for a hospital, etc.

· Citizen exchange programs with foreign countries that do not have an American angle.

· Projects that include international travel, unless specifically justified within the project.

· Political party activities or projects inherently political in nature.

· Projects that support specific religious activities.

III. BUDGET PROVISIONS

1. Proposed budget items may not include:

· Displays (e.g., banners)

· Souvenirs (e.g., t-shirts, tote bags)

· Electronic equipment (e.g., laptops)

· Prize money

2. Applicants are encouraged to cover the abovementioned costs with cost-sharing contributions. Cost-sharing contributions may be made from any non-U.S. government source, applicants’ own funding, or a third party.

3. Applicants whose projects are approved will be required to provide receipts and return any unused funds.

4. Any inherent financial profit that may be incurred from the project must be distributed for public benefit.

5. Grant awards are subject to availability of funds.

IV. APPLICANTS’ ELIGIBILITY

1. Eligible applicants include individuals, or a group of individuals, NGOs and Community Groups based in Eastern Indonesia, with preference given to Alumni of United States Government programs (such as YSEALI, IVLP, SUSI, etc.)

2. Priorities may be given to applicants who have not previously received project funding from the U.S. government.

3. Applicants must have the ability to develop and implement their proposed projects in Consulate General Surabaya’s district across Eastern Indonesia (East Java, Sulawesi, Bali, East Nusa Tenggara, West Nusa Tenggara, North Maluku and Maluku)

4. Applicants must have a commitment to non-discrimination practices, including equal treatment without regard to race, religion, ethnicity, gender, sexual orientation, and political affiliation.

5. Applicants whose projects are approved must have a commitment to work closely with the U.S. Consulate General throughout the project period to keep the Consulate informed of any changes made to the scope of project, duration of project, and budget.

6. Commercial firms are ineligible to receive funding through this mechanism.

V. HOW TO APPLY

1. A one page abstract of your proposal must be written in English and submitted electronically to the U.S. Consulate General Surabaya via email address PASSurabaya@state.gov with “Small Grants Proposal” in the subject line by March 1, 2018.

2. Abstract must include an executive summary of the program, including proposed dates, activities, detailed budget in Rupiah.

3. Applicants may not submit more than one proposal.

VI. SELECTION PROCESS

1. Applicants will receive a confirmation email from the Consulate acknowledging receipt of your abstract. There is no need to contact the Consulate to ask about the status of your proposal once you have received the email.

2. Proposals selected for further review will be contacted on approximately 15 March, and given approximately 2 weeks to provide a full proposal for review. Final decision on selected proposals will be announced on approximately 15 May.

3. Applicants whose proposals were not selected for further review will also be notified.

4. Proposals will be reviewed on the basis of their fullness, coherence, clarity, and attention to detail.

5. The Consulate may fund projects on the basis of initial applications received, without discussions or negotiations.

6. The Consulate reserves the right to award less or more than the funds described, in the absence of worthy applications, or under such other circumstances as it may deem to be in the best interest of the U.S. government.

7. The Consulate reserves the right to enter into discussions with one or more applicants to obtain clarification, additional details, or to suggest refinements in the program description, budget, or other aspects of the application.

8. Submission of a grant proposal does not/not guarantee funding. Any expenses borne by potential grantees prior to receiving formal, written confirmation of the grant are at the applicants’ own risk.

VII. REPORTING REQUIREMENTS

1. Projects funded under this announcement will require both program and financial reports on a frequency identified by the U.S. Consulate General Grants Officer or Grants Officer Representative.

2. The disbursement of funds may be tied to submission of these reports in a timely manner.
